National Family Based Care Advisor

• Full Time
• 5 working days (40 hrs)
• Located in Bishkek

Under the leadership of the National Programme Development Director (NPDD), the National Family Based Care Advisor (NFBCA) drives programme development in the field of  family based care in line with the “Vision, Mission, Values”, the Brand and approved strategies, policies and plans of the organisation and national legislation. The National Family Based Care Advisor supports the National Programme Development Director (NPDD) in implementing and monitoring standards that relate to quality of child and youth care of SOS Children’s Village programmes in the country. The Family Based Care Advisor performs an advising role by evaluating and monitoring quality of implementation of child and youth care standards in all projects based on relevant child care standards, SOS Children’s Villages Programme Policy and other policies and guidelines.

Main tasks and responsibilities:

• Develop family based and other possible child care concepts and proposals for all related programmes and projects in the country ensuring quality standards for their implementation on National Association (NA) level;
• Develop detailed psycho-pedagogical concepts for new types of interventions in the country jointly with programme staff in the locations;
• Support implementation of child and youth care quality standards within all programmes of SOS Children’s Villages organisation in the country related to child and youth care quality field;
• Provide content wise guidance to programme unit managers in the locations in planning, budgeting, and reporting of programme interventions
• Perform professional monitoring, evaluation and audit most specifically in the field of quality of child and youth care;
• Support and advise National Programme Development Director and National HRD advisor for FBC in recruitment, selection and training of key family based care personnel in the country providing information on relevant child and youth care quality areas;
• Participate in studies and research projects related to quality of child and youth care within SOS Children’s Villages and/or in cooperation with governmental and non-governmental organisations;
• Supports NPDD, Children’s Village Programme Director and programme units’ managers in the location in building strong links and cooperation with national government and local authorities, as well as;
• other stakeholders to enhance programme development.

Criteria:

• Higher education (preferably master degree) in the related fields of e.g. Pedagogy, Educational Policy, Psychology, Social work, Social sciences;
• Experience in working in the pedagogical field;
• Experience in the field of social work, child protection;
• At least 3 years’ experience of implementing social programme/s;
• Experience in working in NGOs;
• Experiences in working with the target group, i.e. vulnerable children and families;
• Strong skills and experience in project management, planning, monitoring, research and evaluation;
• Experience in budget development;
• Good knowledge and understanding of children’s rights;
• Leadership skills, initiative;
• Excellent communication and networking skills;
• Ability to build and lead committed teams;
• Strategic thinking skills;
• Good spoken and written Russian and English, knowledge of Kyrgyz is an asset;
• Computer skills.
